If a foreigner would like to visit and stay more than 90 days in
Japan, there are certain requirements. The person must state
what his/her purpose of the stay is.
There are 27 kinds of certificates for foreigners who plan to stay
in Japan. The certificate is called Certificate of Eligibility (COE).
It needs to be obtained in advance. (Applying for a visa in Japan
occurs afterwards.)
The COE shows permission from the Japanese government to
allow a foreigner to stay in Japan.
Requirements for the COE need to be submitted to the Japanese
immigration bureau by somebody who is staying in Japan instead
of the applicant.
In most cases, the proxy is a member of the company where
the applicant will work in Japan or a relatives of the applicant.
As soon as the COE is obtained, it is sent to the applicant who
is outside of Japan.
By presenting the COE the Japanese embassy or a consulate
overseas can readily see the applicant's intention and background.
Obtaining the COE hastens the issuance of a visa.
The administrative scrivener prepares requirements for the COE
processing and submits them to the applicable immigration
office as a proxy by request from the company that will hire the
foreigner or the individual him or herself.
>>VISA (Residence Status)
Renewal / Change Application
If a foreigner who stays in Japan needs extend the length of the
residence status period, a VISA (the Residence Status is
commonly called “VISA” and dose not mean the VISA that was
mentioned previously) renewal application procedure is required.
Moreover, if the foreigner was staying in Japan for purposes of
study and would like to start to work in Japan, for example, the
VISA change application procedure should be carried out as well.
Those procedures of Renewal/Change Application need to be
done by the foreigner on his/her own, but the administrative
scrivener is certified to process the application as a proxy
instead.
We provide these services to foreign people who have difficulties
doing these kinds of procedures on their own or are simply
too busy to visit the governmental office.

Change as a proxy.
