French lawmakers are throwing their support behind a major effort to tackle animal cruelty. They've approved legislation that bans the sale of cats and dogs in pet shops.

Senators passed the law on Thursday, limiting sales to licensed breeders and shelters. Would-be owners will have to sign a certificate of commitment before making a purchase.

The authors of the law say it will prevent impulsive buying, a major factor behind pet abandonment.

A pet food association says nearly 22 million cats and dogs are kept as pets across France. But animal welfare activists say that every year 100,000 are dumped.
