Japan's defense minister says the government is halting plans to install a multibillion-dollar missile defense system in two prefectures.

The decision means the country's defense policies could be in store for major changes.

Kono says modifications are needed to ensure rocket boosters fall inside the launch site, and not on the surrounding area. The ministry had previously said that would not be a problem.
