１９８３年６月１６日、日米合同委員会の合意に基づき、米国政府代表者と日本国政府の代表者間において本協定は締結され、在日米海軍は地位協定第２条４項(b)の規定に基づき、次の施設の使用を認められる。

　１９８０年９月１６日付、施設特別委員会あて覚書ＦＳＵＳ−４８４−２３３６−Ｒ(Ｎ)「崎辺小銃射撃場の共同使用について」により合衆国政府は当該施設の使用について条件を付して要請した。
　日本国政府は、「崎辺小銃射撃場」の使用について、日本側が提示する条件を合衆国政府が受諾するならば、日米合同委員会に付託するよう勧告した。
　１９８３年６月３日、日米合同委員会あて文書　ＭＥＭＯ　ＮＯ１７４１「崎辺小銃射撃場の共同使用について」により、日米両当事者は、施設特別委員会あての覚書ＦＳＪＧ−５４６−１９２２−ＴＮ／ＳＮに記載の使用条件のとおりの当該施設の在日米軍使用に関する日米両国当事者の合意事項に基づき、崎辺小銃射撃場は在日米海軍佐世保艦隊基地司令官（以下「使用者」という。）の要請によって、当該射撃場に関する規則のほか、下記条件のもとに、佐世保地区に駐留する佐世保基地の保安部隊の使用に供されるものとする。

１　使用火器は、口径４５までのピストル及びライフルとする。

２　使用回数
　原則として年間４回（各四半期１回）とし、使用期間は１回につき１日〜３日とする。
　なお、要すれば調整が受けられる。

３　施設の使用手続は次のとおりとする。
　(1)　使用者は、年度射撃計画を前年度の１月末日までに海上自衛隊佐世保警備隊司令（以下「佐警司令」という。）に提出し射撃場使用予定月の調整を受ける。
　(2)　使用者は、射撃使用予定日の４０日前までに別紙第１の様式による「射撃使用申請書」を佐警司令に提出する。
　(3)　佐警司令は、射撃場使用申請書を受けとったならば、射撃予定日の２０日前までに使用者に対し許可について通知をする。
　(4)　使用者は、射撃使用予定月及び射撃予定日の変更を必要とする場合には、速やかに佐警司令に通知し、新たに調整を受ける。

４　射撃場使用にあたり、使用者が実施しなければならない手続き及び準備は、次のとおりとする。
　(1)　使用計画を射撃実施の１週間前までに、佐警司令に別紙第２の様式により通知する。
　(2)　弾薬、標的、旗等を準備する。
　(3)　警戒員及び警戒旗を別紙第３のとおり配置する。

５　使用者は、射撃の実施に必要な射撃場内の諸施設の使用について、事前に佐警司令と調整する。

６　電気設備の操作は、佐警司令の支援を受けて実施する。その他如何なる役務・資材・人員も佐警司令からは提供されない。
　なお、使用者は使用した役務に係る対価（給電）を別紙第４により負担するものとする。

７　射撃等に伴う安全管理
　(1)　射撃の安全に関しては、使用者において万全の処置を講ずるほか、崎辺射撃場の制限禁止事項（別紙第５）及び射撃場使用上の留意事項（別紙第６）を射撃場使用者に徹底するものとする。
　(2)　射撃終了後は打殻薬きょうをはじめ射撃に使用した全ての使用資材等は回収し射撃場に残置しない。
　(3)　不発弾の処理については現地で行わず使用者の基地に持ち帰り処理する。

８　使用後の点検通知
　射撃終了後、使用者は、使用によって生じた破損部分の補修及び射場の清掃を行い、次の事項について点検のうえ佐警司令の確認を受けた後、別紙第７の様式による射撃終了通報を佐警司令に提出する。
　(1)　工作物及び付帯設備等
　(2)　備え付け備品等
　(3)　火災予防の措置

９　立入地区
　使用者の射撃場への立入地区は別紙第８に示す地域とする。

１０　射撃実施間に発生した損害の責任
　使用者は、射撃間に発生した全ての損害を佐警司令に報告するとともに、使用者の使用に起因する損害及び事故については、使用者が一切の責任を負う。

１１　使用者は、射撃場使用の間、海上自衛隊幹部による使用状況確認を認めるものとする。

１２　射撃場への出入
　使用者の崎辺地区への出入門は佐世保教育隊正門からとし、官有車両による部隊通過の場合は人員数を立警員に通知し出入することとする。ただし、少人数の場合は身分証明書を提示する。
　なお、私有車両での出入はできない。

１３　佐警司令は次の事由により、使用者の射撃場使用を中止することができる。
　(1)　使用者が本協定の規定に違反し、佐世保地方総監が使用者に使用中止を通告した場合
　(2)　施設の安全が十分でなく、佐世保地方総監が使用者に使用中止を通告した場合

１４　本協定は、相互の同意により修正、改訂又は補追することができる。

　　This agreement shall be concluded between representatives of the US government and Japanese government, based on the mutual consent of the. U.S.-Japan Joint Committee on 16 June 1983. The USNJ shall be granted use of the following facilities under the provision of Article II4(b) of SOFA.

　　Facilities Name:　 Sakibe Rifle Firing Range

　　By Memorandum FSUS-484-2336-R(N) , Subject: Joint Use of Sakibe Rifle Range, dated 16 September 1980, to the Facilities Subcommittee, the US Government requested the use of the above facilities with some attached conditions.

　　The Japanese government recommended to the US Government that this matter be referred to the U.S.-Japan Joint Committee if the US Government accepted the conditions proposed by Japanese side for the use of "Sakibe Rifle Range".

　　By Memorandum No. 1741, Subject: Joint Use of Sakibe Rifle Range, dated 3 June 1983, to the U.S.-Japan Joint Committee, the concerned authorities of the both countries, as the conditions for use of the range described on the memorandum, FSJG-546-1922-TN/SN, to the Facilities Subcommittee, have acknowledged that the Sakibe Rifle Range shall be used by Security Personnel of Commander Fleet Activities, sasebo, based on the articles agreed by the concerned authorities of the both countries, at the request of the Commander Fleet Activities, Sasebo herein after referred to as User, by complying with the under mentioned conditions, in addition to the Regulations pertaining to the firing. range.

1.　Weapons to be used: Up to .45 calibre pistol and rifle.

2.　The frequency of use: The range shall be used by User principally four times a year (once each quarter) . The period to be used shall be from one to three days. If any changes in schedule are reqiored; adjustment may be made accordingly.

3.　Procedures to use the facility are as follows:

　(1) The User shall submit the annual firing schedule by the end of January of the previous fiscal year to the Commanding Officer, Sasebo Base Activities, Maritime Self Defense Force, herein after referred to as COBA, for adjustment of the use schedule of the firing range.

　(2) The User shall submit "Application for Use of the Firing Range" using a format shown on Enclosure. (1) to the COBA forty days ahead of the scheduled date for use of the firing range.

　(3) Receiving the application for use of the firing range, the COBA shall notify approval to the User twenty days ahead of the scheduled firing practice date.

　(4) If the User requires a change in the scheduled month for use of the firing range or the scheduled firing practice date, the User shall inform the COBA of the change immediately and the new adjustment shall be made by COBA.

4.　The procedures and preparations to be taken by the User in use of the range shall be as follows:

　(1) The User shall inform, the COBA of their intent to use the firing range one week ahead of the firing practice date, using a format shown on enclosure (2).

　(2) Ammunitions, target, flags and etc. shall be supplied by User .

　(3) Guards and warning flags shall be posted by User as shown on enclosure (3) .

5.　The User shall make any necessary coordination in advance with the COBA for use of various facilities in the range prior to the execution of firing practice.

6.　The operation of electric facilities shall be conducted with the support of the COBA. Except for this support. no other services, materials, and personnel shall be furnished by COBA.　Moreover, the cost for services (such as electricity supplied) given to the User shall be reimbursed by User to the COBA in accordance with enclosure (4) .

7.　Safety Control pertaining to the firing.

　(1) As for safety in firing, the User shall take every conceivable measure to maintain safety for the firing and shall thoroughly observe the Restriction and Prohibition Articles (enclosure (5)) in the Sakibe Firing Range and the Observance Articles (enclosure (6)) for use of the range.

　(2) All ammunitions and fired, cartridge shells shall be collected and removed from the range after completion of the firing practice.

　(3) Misfired ammunition shall not be disposed of on the range, but shall be carried back to the base arid disposed of by User.

8.　Notice of Inspection after use.

　　After the completion of firing practice, the User shall repair any damages caused by the User and clean the range. Moreover, after checking the following items and getting confirmation from the COBA, the User shall submit a Notice of Completion of Firing using a format shown on enclosure (7) to the COBA.

　(1) Structures and Accompanying Facilities.

　(2) Provided fixtures.

　(3) Fire prevention measures.

9.　The area of access to the firing range by User shall be shownon Enclosure (8) .

10.　Liabilities for the damage caused by the firing execution:

　　The User shall report all damages that occur during firing practice to the COBA and assumes responsibility for all damages and accidents caused by the firing practice.

11.　The User agrees to observation of firing operations by executives of the Japan Maritime Self Defense Force as required during the period of firing .

12.　Access to the firing range:

　　The main gate of the Sasebo Recruit Training Center shall be used by User for ingress and egress to the Sakibe area. All personnel shall enter the Sakibe area via government transportation; private vehicles are not authorized. The number of personnel entering the gate shall be reported to the guard. Small groups entering the gate shall show identification cards to the gate guard.

13.　The COBA shall be able to suspend the use of the range by Use under the following reasons :

　(1) The User breaches the stipulations of this agreement and the Commandant, Sasebo District Japan Maritime Self Defense Force sends a notice to the User of temporary suspension of use of the range .

　(2) The safety control of the facilities is not sufficient aid the Commandant, Sasebo District Japan Maritime Self Defense Force, sends a notice to the User of temporary suspension of use of the range.

14.　This agreement , may be amended, revised and supplemented as mutually agreed.

　本協定は、日英両文を成文とし、昭和５８年８月１７日　下記のとおり調印する。

１　使用者の使用時関数は射撃終了通報の記載時間数に基づく。

　　疑義を生じたときは、相互で協議のうえ決定する。

2.Electricity cost shall be calculated based on electricity consumption of the firing range.　The engineering estimate of 13KWH per hour shall be applied for electricity consumption for calculation of electricity cost when one side of the firing range (less than one half of firing spots) is used. (That figure will be doubled when both sides of the firing range (more than one half of firing spots) are used.)

崎辺射撃場の制限禁止事項

　　口径45短機関銃の発射法は「単発」のみとする。

　　The firing method of 45 calibre sub-machine gun shall be limited to a single shot.

1. 射撃場関連器材等は、射撃実施前に点検を行い安全を確認したのち使用すること。
2. 警戒員及び警戒旗を配置すること。ただし、射撃場出入口扉を閉め施錠した出入口については警戒員の配置を省略することができる。
3. 使用しない出入口扉の閉鎖施錠を確認したのち射撃を開始すること。
4. 射撃場内に位置する人員は必ず鉄帽及び耳栓を着用すること。
5. 100ｍ射座において第１射場と第２射場を同時に使用する場合は、各射撃場指揮官は射場指揮官と連絡を密にすること。
6. 射撃場内では、火器の使用を禁止する。喫煙は指定場所で行うこと。
7. 射撃実施中、監的勤務員は必ず退避室で待機すること。

1. Associated equipment and facilities of the. firing range shall be checked before firing commences and they shall be used after confirmation of the safety.
2. Guards and warning flags shall be posted. However assignment of the guards may be omitted at the locked doorways.
3. The doors not co be used shall be locked and confirmed before commencing the firing.
4. All personnel within the range shall wear steel helmets and ear-plugs .
5. When No. 1 and No. 2 firing spots are used simultaneously at the 100 meter firing spot each commander for the firing practice shall make close coordination with the commander for the firing range.
6. Use of fire within the range shall be prohibited. Smoking shall be limited to the designated area.
7. Target operators must stand-by in fallouts without fail during the firing practice.
